Allegations of Research Misconduct
The Journal of Community Empowerment for Multidisciplinary (JCEMTY) is committed to maintaining research integrity, publication ethics, and the reliability of the scholarly record. All allegations of research misconduct are assessed fairly, confidentially, and based on available evidence.
1. Scope of Misconduct
JCEMTY considers allegations involving submitted manuscripts, manuscripts under review, and published articles. These may include:
- Fabrication: Inventing data, research participants, activities, or results.
- Falsification: Manipulating data, research procedures, images, or findings.
- Plagiarism: Using another person's work, ideas, or data without appropriate acknowledgment.
- Duplicate publication: Publishing substantially overlapping work without proper disclosure.
- Authorship misconduct: Misrepresenting authorship or individual contributions.
- Ethical violations: Conducting research without required ethical approval or consent, or violating participant confidentiality.
- Undisclosed conflicts of interest: Failing to disclose interests that may influence the research or its interpretation.
2. Reporting Allegations
Authors, reviewers, readers, and other concerned individuals may report suspected misconduct to the JCEMTY editorial office through the journal's official contact channels. Reports should include, where available:
- The title and details of the manuscript or published article.
- A clear description of the suspected misconduct.
- Supporting evidence, such as source comparisons, documents, or relevant links.
- Contact information for follow-up, if the complainant is willing to provide it.
Anonymous reports may be considered when they contain specific and credible evidence. Reports should avoid unnecessary disclosure of confidential or sensitive information.
3. Initial Assessment
The editorial team will conduct an initial assessment to determine whether the allegation is relevant, sufficiently specific, and supported by information that warrants further investigation. The assessment may include reviewing the manuscript, examining supporting evidence, checking relevant sources, and consulting an independent expert when necessary. If the allegation warrants further examination, the editorial process may be suspended. This precaution does not constitute a finding of misconduct.
4. Investigation and Author Response
When further investigation is required, the editorial office will normally inform the corresponding author of the concerns and provide a reasonable opportunity to respond. The journal may request supporting documents, research data, ethical approval records, informed consent documentation, or other relevant evidence. If the concerns remain unresolved, JCEMTY may consult independent experts or refer the matter to the author's affiliated institution or relevant research integrity authority. All investigations will be conducted impartially, with due consideration of confidentiality and the rights of the parties involved.
5. Editorial Decisions
Depending on the evidence and severity of the case, JCEMTY may take one or more of the following actions:
- Close the case if the allegation is not substantiated.
- Request clarification, additional evidence, or manuscript corrections.
- Require revisions or reject the manuscript before publication.
- Issue a correction or an expression of concern for a published article.
- Retract a published article when serious problems undermine its reliability or ethical integrity.
- Refer substantiated concerns to the relevant institution or authority when appropriate.
Editorial decisions will be proportionate to the findings and intended to protect the integrity of the scholarly record.
6. Confidentiality and Impartiality
JCEMTY will handle allegations confidentially to the extent possible. Information will be shared only with individuals who need it to assess or resolve the matter, subject to applicable requirements. Editors with a relevant conflict of interest must not handle the investigation or make the related editorial decision. Allegations involving an editor will be referred to an independent editor or the publisher for appropriate handling. The journal does not tolerate retaliation against individuals who raise concerns in good faith.
7. Appeals
Authors or complainants may submit an appeal if they identify material new evidence, a factual error, or a significant procedural concern. Appeals must be submitted through the journal's official contact channels and include a clear explanation with supporting evidence. The appeal will be reviewed by an editor or adviser who was not responsible for the original decision and has no relevant conflict of interest. The journal will communicate the outcome of the appeal to the relevant party.
8. Policy Commitment
JCEMTY is committed to addressing research misconduct responsibly, protecting research participants, and maintaining public trust in scholarly publishing. All cases will be assessed individually, and editorial actions will be based on evidence and applicable publication ethics standards.
